that doll is baked yes and the hair is glued in plugs then applied.
to put hair .(mohair) onto unbaked clay you can soften the skull with clay softener or use a layer of liquid clay then apply hair before baking but...........BUT hair will not tolerate high temps for to long if it is to fine eg soft cashmere it will frizz...........
if your putting hair onto unbaked clay get a needle to shift plug ends around and make it sit naturally eg around the face so its not plugged to obviously.
I find it much easier really for the small dolls to glue it on after its baked. hope that helps somewhat

I would prefer to put mohair onto a baked doll...but in that tut it looks like half of the head is missing at the top! Has it been made like that for the purpose of adding hair when baked?

basically............yes
her wire armature comes out the top of the head because she hangs them while she sculpts them........... so easy this way your not handeling the clay and moochign it around all the time.its divited int he head to accomidate the glued hair ends and......... i get really nice tidy middle partings this way would recommend it.......
